After I login there is no where to go to to add or make droplet

Make sure you logged in to cloud.digitalocean.com, and not to community.digitalocean.com. You can also go to digitalocean.com and follow Login button.
On that page you will have Create Droplet green button on top-right side.
This is older thread and there was Cloud Control Panel problems yesterday. If you get again in situation like this, make sure you opened right link and check status page. If there is nothing on status page and you can’t create Droplet, make sure to contact support, they will look into it. :)
