How to restrict number of hits at a time to my server with ubuntu ?

Tell me the procedure to restrict number of hit to my server at time . I mean at time lets say only 100people can hit my server .

Either you have to write a log parser, which counts and then modifies ip tables (depending on how strict you want to be) or, you can have your application server store count in memcache and start blocking ip if count exceeds a pre-defined number. Latter is inefficient but portable.

If anyone has a better suggestion, I am all ears :-)
