Is there a way to throttle a droplet’s network bandwidth to simulate a busy server? I’m looking for a slow (long) ping response. Thanks.

What I could suggest is getting started with this tutorial on load testing:

You will be able to load test your website and Droplet to see how it performs under heavy loads.
