The problem is that russian internet censorship has a list of blocked IPv4. Created droplet has an IP which is in the list. I’ve read tutorial where person said that he had to make 31 attempts to gain a droplet with unblocked IPv4. Thank you in advance.

If you create a new Droplet you won’t be charged 5$ immediately. DigitalOcean billing cycles are monthly. Your account balance accrues over the course of the calendar month based on the cost of the resources you use. We are also required by law to apply taxes for certain countries.
This means the cost at the beginning will be really small and nowhere close to 5$.

All Droplets are billed hourly up to a monthly cap of 672 hours (the number of hours in 4 weeks). If you use your server for fewer than 672 hours during the month, you will be billed for each hour that you used it. So if you’ve used the Droplet for 10 hours only, you will be billed only for those 10 hours and not the full monthly price.
If you use your server for more than 672 hours that month, you will be billed at the monthly cost. For example, if you spin up a $10/mo Droplet and use it for 336 hours, then you would be charged $5 (going by the hourly rate). If you use that Droplet for 700 hours, then you would be charged $10 (capped at the monthly rate).
