I created a droplet with Ubuntu and setup Plesk. Using this same droplet, I want to install Openvpn server + pihole and use this as a vpn server for my home network. I will use different IPs for Plesk and openvpn.

In theory, this should not really be a problem, as long as the applications do not run on the same ports.
In practice, however, I would recommend keeping things separate, so that in case there are any issues with one of the applications, it would not affect the others.
Also on a side note, with each Droplet you get only 1 public IPv4 IP address, so you will not be able to run the two applications on separate IPv4 addresses if you go for 1 Droplet only.
