Well, that. If I create a cheap ($5) droplet will it use maximum possible bandwidth or is it limited or do I have to buy something separately? Thanks.

There is no need for adding any additional services manually.
Droplets include free outbound data transfer, starting at 1,000 GiB/month for the smallest plan. If the outbound transfer exceeds the amount included with your Droplets at end of the cycle, you will be charged $0.01 per excess gigabyte.
You can see your current usage via your DigitalOcean Control Panel then go to Billing and there you will be able to see your Droplet transfer data.
