I am planing to register for a VPS plan to test some web applications. I haven’t registered a domain for this applications. As far as I know you do not provide any static IP.
My question is, if I want to reach a page like ABC.html on my VPS from the internet will this be possible and what will the url be like

Yes, you get one static public IP with your digitalocean VPS, just use that instead of a domain.

All you have to do is add your cloud server’s (static) IP address to your local machine’s hosts file and assign to it a fictitious domain name, e.g. <code>abc.dev</code>
