What is the reason for this report?

Is OpenVPN traffic counted as outbound public traffic?

I would like to ask if traffic that the server sends to clients connected via OpenVPN is treated as the public outbound traffic and does it use my monthly droplet transfer? For example, if I send some 4 GB from computer A to computer B (both connected to the OpenVPN server on my droplet) - does it take 4 GB from my monthly droplet transfer?

Yes. Inbound traffic to droplets is free, so sending 4 GB of data to the droplet will not count against your bandwidth allowance. Sending the 4 GB of data from the droplet to computer B is considered outbound traffic, and will be taken out of your monthly transfer.
