I cannot find the post, but I think I read somewhere that the DigitalOcean Load Balancer (LB) is using HAproxy. In general, DigitalOcean runs on a lot of open source.

It’s very easy to use the LB compared to setting up and maintaining HAproxy - and you can take advantage of the API, and it comes without any bandwidth charges.

But it’s not as advanced as running your own HAproxy - so if you need something, which LB doesn’t provide currently, then setup HAproxy.
