The majority of the Apps currently available at https://marketplace.digitalocean.com/ are using Ubuntu 18.04 while you can create a new droplet using ubuntu 20.04 LTS - is there a reason why they are based on an older version of the OS?

The Ubuntu 20.04 was recently released and that is the reason why the apps may still use the Ubuntu 18.04 image.
Keep in mind that some of the apps available in the Marketplace are developed and supported from a third-parties and it’s up to them to update their image and have the one-click droplet deployed with the Ubuntu 20.04
The majority of the apps will switch to the new Ubuntu version at some point but I can’t give you any time frames on when this is going to take place.
