the mysql cluster service i find is lacking admin permissions, the doadmin account isnt a true admin account.
i cant even set the sql_mode via console.
ERROR 1227 (42000): Access denied; you need (at least one of) the SUPER or SYSTEM_VARIABLES_ADMIN privilege(s) for this operation
anyone know of a way i can do this?

I don’t think that you get Admin privileges with the managed databases. That is the point of a managed service, you let the vendor do the management for you and you just deploy your databases. If you need root access, you could install MySQL on a normal droplet and manage and configure it yourself.
But maybe for specific values you could contact DigitalOcean support and ask them to change the value for you.
What the hell ? Really ? To simply increase the max_connection limit of 75 to a more realistic value, the customer needs to contact the support ? What a fail.
