I assume you’re referring to this tutorial in question: https://www.digitalocean.com/community/tutorials/how-to-set-up-an-openvpn-server-on-ubuntu-18-04
The tutorial will help you to setup your OpenVPN server. In doing so you will have to option to connect to the server once you’re connected from untrusted network and so on. Any device you have (laptop, tablet or phone) will communicate with the OpenVPN server directly in order to secure the connection.
Could you please expand more on your question as I would like to know what exactly you’re trying to achieve here?

Yes this is the guide I’m referring to but how would I be able to setup a site to site vpn (or server to server) with a secure network on both sides? Do I have to change anything in the settings to get this to work?
