I am using POWWEB as my hosting service, and they currently are using PHP 5.3. When I try to install, I get a message that PHP Ver 5.4 prerequisite error. I have contact their admin, and all they will tell me is that are going to upgrade, but there is no ETA - in-other-words, an answer to get me off of the phone. Is there a version that can be installed that may possibly work with PHP 5.3 or a work-around?

It sounds like you’re at a legacy hosting company using outdated software. PHP 5.3 has not received any security updates in a long time. PHP 5.4 is about to receive its final release and PHP 7.0 is coming out soon.
I suggest getting your own server at DigitalOcean. :)

I’ll recommend installing OwnCloud on the latest version of PHP in order to make sure that you’re running the latest software and security updates
