I can not seem to get proftpd to work on my server, following these directions:

Ok, let me start with the problem, and how I came to proftpd - I have sftp running, port 22, login and transfer works fine.
I want to be able to add another user, who can FTP files, but is jailed to one directory (ie can not list or see any directories above)
