Does resizing a droplet keep all domain data including page rank, etc. ? If I resize my droplet I won’t have to rebuild my traffic base right? The only change is to the actual size of the droplet?

PageRank is an algorithm by Google, it doesn’t have much to do with resizing a droplet.
But no, you won’t have to rebuild your traffic or anything like that. All of your data and your website is still there, so nothing really changes other than having more resources on your server.
The time to worry about losing page rank or traffic is when you’re changing your website’s domain name.
