Setup offline then upload server

Is it possible to setup a wordpress configuration offline on a Mac or PC, and once everything is ready create the droplet and start paying for the service etc.?

I wish to start testing the wordpress site development and features offline first and then jump into a server instance.

Yes, I would recommend spinning up a VM (VirtualBox, etc.) running the exact same operating system as your Droplet so that your development environment is as similar as possible to your production environment.
