Is it possible to setup a wordpress configuration offline on a Mac or PC, and once everything is ready create the droplet and start paying for the service etc.?
I wish to start testing the wordpress site development and features offline first and then jump into a server instance.

Yes, I would recommend spinning up a VM (VirtualBox, etc.) running the exact same operating system as your Droplet so that your development environment is as similar as possible to your production environment. If you do not have a “favorite” OS, I would recommend going with Ubuntu 14.04: How To Install Wordpress on Ubuntu 14.04 | DigitalOcean.
