What is the reason for this report?

Site Giving 403 Error on Apache After Restart

So everything was working fine untill I rebooted the server. The server was configured by someone else so I don’t have much idea about it. All my files of website is under the folder /home/sitename/public_html and there are no files in var/www/html All I get, when I access the site, is a 403 error. Previously I was getting apache test page. So I commented all the line sin welcome.conf file. Now I am getting 403 Error

Can you share what is located in your sites-enabled folder? This should be the location of all of your web server’s site specific configuration. If for some reason your configuration is not present we can assist in offering edits you can make to bring your site back online in the folder where it is located.
