Ubuntu Server with GUI, unable to change keyboard layout

I am trying to setup an Ubuntu virtual machine with GUI, mainly to install some windows programs with pine and run the 24H a day. But I got stuck with changing the keyboard layout. I am able to install the GUI and access it, but in the menu for adding additional keyboard layouts there are no possibilities to add new layouts. Any idea? /* I have tried the following options: 1. Use the image "Ubuntu 12.10 x64 Desktop", installed xrdp and accessed with Windows terminal Client 2. Which desktop environment did you stick with? XFCE or Unity?
Actually I have tried booth, with the same results as you did. I also got some system errors.
