Great question, you were right to ask first. If this is a production server, I would not upgrade from Ubuntu 16 to 18 in place. I would do “apt-get update && apt-get upgrade -y” to update your existing packages, but that is the furthest I would go.
To migrate to Ubuntu 18, I would create a new server and ensure that it was set up properly for my application, then I would migrate my application to it. This has the least implications on a production server.
