so my question is: if my website has low traffic it’s possible that the US20/month will be actually less given that you charge per hour? I suppose so, but just want to confirm

you must know this, you will be charged per hour basis as long as you have active droplet. even if you turned it off. only destroying the droplet will stop the billing.
if you choose 20$ plan then you will be charged 20$ each month regardless your sites traffic. your site has less or high traffic thats not related with price.
if your site has low traffic then start from lower packages like 10$/mo, you can upgrade to bigger plans when your sites traffic is growing.
