If I reach my monthly transfer will the network be blocked or will it the bandwidth be lowered? Or do I have to pay a special extra network transfer fee?

Per Pricing | DigitalOcean:
Once you cross your free bandwidth limit, you will be charged $0.02 per extra GB of outbound traffic.
We are not charging for bandwidth currently, so you don’t have to worry about that. Once we start doing that, all customers will be notified.
Let’s say I have 1TB of outbound traffic limit. One of my website’s on gym fitness crosses this limit. What will you do then? Also, I would like to know what is this limit for? Is the 1TB limit/month or /year? My second question is: Do you allow WordPress as an app or do I have to install it myself?
Would also like to know the answer to the above question!
Furthermore, is there a way to monitor the amount of total data transfer we have used within a given billing period?
