What is the reason for this report?

What services does Digital Ocean provide to avoid being billed for months of floating IP fees?

I just received 5 separate invoices for Floating IP fees for accounts that have been inactive for months?

Does Digital Ocean prompt to release the Floating IP address after the droplet was shut down? No.

Does Digital Ocean email me that I’ll eventually get an invoice for a Floating IP address? No.

Does Digital Ocean use the interface prompts that appear everytime I login to remind me that I have unused Floating IPs? No.
