The DigitalOcean community site which includes the tutorials as well as this question and answer section is a custom built Ruby on Rails application.

Unfortunately that’s not on the roadmap right now. The site is still under very heavy development, and will be growing some features that are deeply tied into the rest of the DigitalOcean infrastructure. Though we may try and evaluate what pieces can be broken out at some point in the future.
