Why SMTP can only be enabled after 60 days

I am trying to migrate a whole site from aws to digital Ocean. One of my site feature including sending email to user upon user registeration. However after some digging, I found that you need to contact support team in order to enable smtp mail sending feature:

Thus, I email the support team. And that is their reply:

Thank you for contacting DigitalOcean.

Stopping spam is a constant fight, so we have implemented some restrictions on newer accounts. To qualify for the ability to send out email, we do require accounts to wait 60 days before we can look into removing the restriction. Once your account has reached 60 days of stable use, please do reach back out to us so we can look into this for you.

We appreciate your understanding on this matter.

Are you serious, I need to wait 60 days to enable my user registration confirmation email to be enabled. Plus I have a working site running.

To bad Digital Ocean Lost a customer :(
