Will my bandwith limit used if I use a droplet as VPN for download?

I currently install my droplet as a VPN using OpenVPN. If I connect to my VPN from a computer, and download content(50GB file). Will this use my digitalocean outgoing bandwidth limit(1TB/month)?

The simple answer is that you are consuming bandwidth both from whatever ISP connection you are using and from the remote server that providing the remote end of the VPN.

If the remote server is a proxy server that is returning the connection to the Internet after removing the VPN protection, you will be consuming twice the bandwidth there as you will have encrypted and the equivalent unencrypted packets going to the Internet - approximately twice the data that your ISP will see.
