What is the reason for this report?

Your account has a past due balance with available free credit

I have $100 credit remaining in my DO account but there is a banner with "Your account has a past due balance. Please pay your past due balance of $31.27 before Tuesday, Apr 21 to prevent suspension. " at the top of the screen. The credits were already available on the account before any droplet was created. I still see $100.00 credit remaining in the top right corner. Do I need to do something else to pay off the past balance with the free credits?
