What is the reason for this report?

Authoirzed_Keys : Unable to use Term Application

I have DO instance on CentOS Linux and want to setup access using Putty. While i followed all the instructions on PKI , I got stuck on step to update my PUB key on DO SSH directory. Under this directory I have created file name d"authorized_keys" using VI editor and trying to paste my key in there however results are vague. Key is copied on lower case and all characters are messed up. I have hot roadblock as I cannot do anything with lousy console access.

Second question i have it once key is updated what else need to be checked (like sshd_config) etc and do i need to restart any service to get this in to effect?

I have putty and Mobaterm as my Term applications.

What I could suggest here is following the steps from this article here on how to regain access to your Droplet:

Basically what you need to do is to access the Droplet via your web console, enable root SSH access, then SSH with your root user and your password and after that add your SSH key.

Copy and pasting your SSH key via the web console directly will not work.
