When building nginx from source I did not have these four folders
conf.d - sites-available - sites-enabled - snippets
Does anyone know how to create them when building nginx from source?

Depends on which source package you used, but some of the source packages do not have those directories by default so you would just need to create them manually.
Then make sure to update your nginx.conf to ensure that they will be included:
include /etc/nginx/sites-enabled/*;
