I do have a USD credit card, but I am still curious can I pay the billing with my UAH card? Will DigitalOcean be able to convert my hryvnias into dollars and charge my credit card? And if so, will I be charged by my bank for paying in a foreign currency?

Whenever you use a foreign credit card, the charge is done through US dollars and so the credit card company is the one that handles the exchange rate.
As long as the card can be charged in US dollars and acts as a regular credit card you would be able to use it and you would be subject to whatever that exchange rate is that the card issuer uses.
