Is it possible to change the IP address of my droplet/server without having to re-create it? Or does require taking a shapshot of it, destroying an old droplet and creating a new one from that shapshot?

you can do it by yourself. take a snapshot, delete old one and create a new one from that snapshot.
but if you dont want all these, please contact support. but because DO provides un-managed server, i believe they will give you same instruction as i gave above.
