You can find good materials on Udemy and Pluralsight.
Udemy
The basis of Udemy is that everyone can create a course. This can be both a bad and a good thing. The bad is since anyone can create a course, there would be a lot of bad ones.
The good thing would be that on the basis of rating you can choose the best course for you. There are more than 2-3 good courses on the topic
Pluralsight
Here there are far less courses but they have been reviewed by proffesionals. This would mean the content should always be good however sometimes it just not enough.
Regarding phpStorm you can choose any editor, they are more or less the same, at least the good ones.
Having said that, you can read some articles on the best practises for phpStorm and addons you can add.
