Hey,
i’m new in digitalocean,i have cpanel installed in my centos droplet, everything looks good (dns,nameservers…), but when i try to send an email with php mail() functions or from webmail all my emails are transfered to queue and when i try force delivery i get connection timeout after 5min…, i’m sure that my tweak settings and exim configuration are good and there’s no problem in my config, so i need to know if digitalocean have some requirements or rules or something that i have to do to make my emails outgoing work correctly ?

I will also recommend you check cPanel’s official Exim docs:

In this way you can double check your existing configuration and make sure that you’re using the recommended settings and values.
You should examine the exim_mainlog as suggested by ryanpq because the error should be logged in the file. You can also make sure to check /var/log/messages and /var/log/maillog

The first step to troubleshoot this is to try and track down why mail is not making it’s way out of the queue and what error(s) are being encountered. Please try sending an email and then checking your /var/log/exim_mainlog file for details on what is occurring in the mail send attempt.
