I can not pay my ballance because it is <5$, and my droplet limit is set to 0! I tried to pay several times, checked credit card - it is ok, it should work.

The best course of action would be to contact support by opening a ticket through the DigitalOcean control panel. Since this is the community, we won’t be able to help you with billing related issues but they will be able to since they will have direct access to your account.
They should be able to tell you what the status of the charge attempt is/was and why it’s failing.
