The client is only if you would like to use the command line to manage the server. If you would like to do so, you can install the client on the same system or even manage it from a remote system with the cli client.
No - all the executables are already part of the server package for both mysql and mariadb.
All you need to do is to create soft-links from the install directory to the /usr/bin directory so that the user doesn’t have to give the full path to the server install directory.
