Are the backups made for the managed PostgreSQL stored in the same datacenter as the database itself? If yes, is there a way to have them stored in a different one?

No, they are not taken at the same location. To ensure data safety we use offsite backups for database cluster(s). Since the service is managed, we handle all backup operations on our end. The backup itself shouldn’t cause any performance degradation. Since the database is managed completely by us, we’ll re-try the backup multiple times. If things continue to fail we’ll investigate directly with our engineering team; meanwhile the database should continue to perform as expected.
All of this activity would be invisible on your end. Any additional issues would be considered a larger bug where communication directly to you would follow.
