I would recommend trying to access your server via the DigitalOcean web console as described here:
https://docs.digitalocean.com/products/droplets/how-to/connect-with-console/
If the server is not powered on, you could power it on by logging into the control panel. Click the Droplet’s name to go to its detail page, then click the ON/OFF switch to turn the Droplet back on.
If the Droplet is up and running you would need to access it and troubleshoot the problem. This would depend on your personal setup, for example, if you are using nginx you could follow the steps here on how to troubleshoot common nginx problems:
