What is the reason for this report?

Paying with paypal issue

I have a coupon 50$ from github student package. In the Verification method. I can’t use my debit card so I want to use the paypal method. But I don’t understand how it runs. Is it will take me 5$ each month? Because I have 50$ so I don’t want to take 5$/month at the moment.
