I’m not sure at all, but I think it’s impossible. Going by FAQ page, you have 14 days to pay outstanding balance and recover your data if you want. If you don’t pay it, your Droplets and data will be purged with no recovery possibility:

What is an outstanding balance?

Balances are considered outstanding if a payment has failed to process on the first of the month, or if the value you have loaded via PayPal is not enough to pay the invoice in full. If you receive a “Server Termination Urgent” notice, you will need to contact DigitalOcean Support to remove the lock on your account to pay the outstanding balance. If we don’t hear from you within 14 days from when your account was suspended, your Droplets will be purged and data will not be available for recovery.

Anyways, you can give support a try, and see is there something to do.

If your balance is 10+ months overdue, the first step would be to contact support. If you’re not able to access the control panel at all, you may want to try submitting the question here:

If a termination notice has already been sent, the data may have already been destroyed, though it won’t hurt to get in touch and see what they can do for you.

Why is it relevant whether you get back the old data or not? You have to settle your dues either way.

Following is the response from support:

Unfortunately, your Droplets were deleted as a result of an unpaid balance being carried for over three weeks.

We attempted to notify you at the start of the month that your account had a past-due balance, and then sent a follow-up e-mail every two days. After three weeks, we sent you a final termination notice, and your account was suspended with your Droplets being powered off. Two weeks later, your Droplets were removed from our system due to a lack of response regarding the outstanding balance.

In these cases, we are not able to recover your Droplets or any data associated with them, however if you resolve any outstanding balance you are more than welcome to create a new Droplet and begin using our platform again.

We understand that this is not a great outcome, but we are not able to maintain Droplets indefinitely for accounts that have not paid their balances and we do attempt to give our users as much time to respond to outstanding balances as possible, without impacting the availability of resources for other customers.

If you have any further questions or concerns, please don’t hesitate to let us know.
