So I created both. It seem like docker droplet from the market place is just ubuntu preinstall with Docker. Am I right?

Yes indeed you are right, it is just a convenient and quick way to deploy a Droplet with Docker CE and Docker Composer preinstalled so that you don’t have to do it manually each time you create a new Droplet.
