What is the reason for this report?

What is the message "New Kernel Available"?

When I install packages, a screen comes up in the terminal which says:

Newer kernel available │ │ The currently running kernel version is 5.11.0-18-generic which is not the expected kernel version 5.11.0-38-generic. │ │
│ Restarting the system to load the new kernel will not be handled automatically, so you should consider rebooting.

I press “enter” to select “ok”, and it shows a list of “services” with asterisks beside them, to select them, and this message:

Daemons using outdated libraries ├─────┐ │ Which services should be restarted?

I can scroll up and down, but I can’t get outside of that window to select “ok” in the enclosing window, so I just press “escape” a few times and it exits.

I am using a Droplet with an AMD processor, Ubuntu 21.04.

I assume I can reboot my droplet from the Digital Ocean website, but why did this happen? I created this droplet yesterday, so why would the kernel be out of date from the beginning?

Which services should I select to be restarted, and why?
