Yes, you can host games on DigitalOcean as long as they follow US law. I think that sets some limits for poker and such, but you have to ask DigitalOcean directly if that applies.
You can do ping tests yourself, since there’s no such thing as “ping value”, because it’s based individually depending on your location and which data center you’re hosted in. You can find a list of the different data centers and simply ping that data center: http://speedtest-nyc1.digitalocean.com/
