I’m looking at building a Ubuntu 16.04 LEMP droplet and I’m wondering if I can install a control panel straight onto it? or if control panels need to be installed before Nginx/MySQL etc.

You can also spin a cPanel/WHM droplet and then install Nginx manually or use Engintron which also has a functionality for WHM so you can control the Nginx configuration from the GUI (control panel).
Engintron is fully compatible with CentOS version 5, 6 and 7 on both 32-bit and 64-bit platforms. Additionally, users have already reported a 100% compatibility with CloudLinux versions 6 & 7.

You can use Virtualmin with Nginx. That tutorial is for auto installation. It requires a fresh droplet. Without nginx or mysql.
Virtualmin can also be installed manually over nginx, though I can’t find a howto on that.
