Hi there,
Do you get any errors when you try to add the license?
What I would usually do is to create a new cPanel Droplet with this 1-Click installation here:
https://marketplace.digitalocean.com/apps/cpanel-whm
Then you can follow the prompt once you log in to WHM where you would be able to specify your existing license.

Go to https://verify.cpanel.net URL in the web browser.
Enter your Server IP in the text box and press Verify License button.
If you have a valid license on the IP then you can run the following command via ssh:
- /usr/local/cpanel/cpkeyclt
You now should be able to log in to WHM/cPanel.
