I went here: https://marketplace.digitalocean.com/apps/docker and clicked the “Create Docker Droplet” button but I see no indication that the droplet it’s creating has Docker installed.

Yes, you could use the image from the Marketplace to quickly deploy a Droplet with Docker preinstalled and configured.
If you need to install Docker manually on an existing Droplet, you could follow the steps from this tutorial here:
