Because you don’t provide any information on the steps you already made. I’d suggest you follow this tutorial to setup your TS3 server: http://lolindrath.com/2013/07/03/running-a-teamspeak-3-server-on-digital-ocean/
I’ve setup a TS3 server in less then 10 min following that tutorial.
