What is the reason for this report?

i am trying to connect the mysql server,it is refused connection

This is usually something I see on Windows rather than Linux, is that correct in your case as well, are you operating on Windows?

Windows If you are using Windows, what you can do is open your command prompt, find the MySQL.exe file like so:

cd
dir mysqld.exe /s /p

It will show you the directory, cd to that dir and execute the .exe by typing it it.

Alternatively, you can set the path to your MySQL dir:

set path=%PATH%;;D:\path\to\mysql\bin
