After creating a user (logged in as root) and trying to log in, I get “permission denied (publickey).”

What you have to do first is:
SSH to the Droplet as
root
Create a new user:
~/.ssh/authorized_keys
to your new user’s home directory so that you could ssh as your new user:Note: change the
your_user:your_user
