Yes, this should be totally fine.
What you could do is to use a pre-build solution like WHMCS or HostBill for example:

If you prefer, you can use the DigitalOcean API and build a custom solution:

Yes, that’s completely fine as long as the users of the products you sell follow DigitalOcean’s guidelines and rules.
Another thing you can do is use the marketplace to get Droplets with WHM and create different resellers on one server and resell this as well.

They can offer a plan or marketplace image and of course, give you detailed information on rate limits and etc.
