Yes!

Here is a site that lists all DigitalOcean droplet sizes and distribution options

If you click to the Distros tab you can see that Ubuntu 16.04 64-bit is supported.

For Ubuntu distribitions, DigitalOcean generally follows Ubuntu Release schedule so this image should be around until April 2024
